Recreational marijuana is illegal in Latvia. The Law on the Procedure for the Storage, Recording, Production and Use of Narcotic and Psychotropic Substances classifies cannabis as a Schedule I substance, and possession, cultivation, sale, and supply are addressed by both the Latvian Administrative Violations Code and the Criminal Law (Kriminallikums).
Possession of a small amount, defined as up to one gram, is an administrative offense under Section 253 of the former code with a fine of EUR 280 to EUR 700; reforms have folded this into the Code on the Application of Administrative Penalties for Offences. Possession exceeding small thresholds, sale, or repeat offenses trigger Criminal Law Section 253, with sentences from a fine up to fifteen years for aggravated trafficking. Cultivation of any plants is criminal under Section 253.1.
The State Police, the State Border Guard, and the Prosecutor General's Office enforce. The Drug Addiction Coordination Council, chaired by the Minister for the Interior, coordinates national policy. Driving with detectable THC triggers license suspension under the Road Traffic Law.
