The State Medicines Control Agency (Valstybine vaistu kontroles tarnyba, VVKT) treats cannabidiol products with health claims as unregistered medicines, while the State Food and Veterinary Service (VMVT) enforces the EU Novel Food Regulation (EU) 2015/2283 against ingestible CBD that lacks pre-market authorization.
Topical CBD cosmetics that meet the EU Cosmetic Products Regulation are permitted, and finished products containing zero detectable THC may circulate in specialty stores. However, the Drug Control Department and customs authorities have repeatedly seized CBD oils and edibles, citing both the Novel Food gap and the Narcotic Drugs Law where any THC is detected. Sellers face administrative fines from EUR 600 to EUR 8,000 under the Code of Administrative Offenses.
Epidyolex is available through hospital pharmacies on a named-patient basis. The Lithuanian Parliament debated broader cannabinoid product rules in 2023 and 2024 but no enabling law has passed.
