Is CBD Legal in Luxembourg?

CBD is legal in Luxembourg when derived from EU-approved hemp varieties and finished products contain no more than 0.3% THC. The Ministry of Health, through the Direction de la Sante, regulates products carrying therapeutic claims, while the Luxembourg Veterinary and Food Administration (ALVA) handles food and supplement safety.

CBD oils, cosmetics, and topicals sell openly in pharmacies, specialty stores, and online. Ingestibles must comply with the EU Novel Food Regulation (EU) 2015/2283, and unauthorized health claims breach the Medicinal Products Act of 25 November 1982. Luxembourg follows the European Commission position after the 2020 Kanavape ruling, which confirmed CBD is not a narcotic under the UN Single Convention.

Epidyolex is reimbursed through the National Health Fund (Caisse Nationale de Sante) for refractory epilepsies under physician prescription. Products exceeding 0.3% THC fall under the 1973 narcotics law.
