Industrial hemp is illegal in Macau. The Macao Special Administrative Region has limited agricultural land and no Ministry equivalent regulating commercial hemp cultivation; Law No. 17/2009 provides no THC threshold separating hemp from psychoactive cannabis.
Macau's policy aligns closely with mainland China's industrial hemp framework, which restricts licensed cultivation to Yunnan and Heilongjiang provinces and is not extended to the SAR. Finished hemp products such as hemp-seed oil and hemp-protein bars circulate in some Cotai supermarket chains under food-import rules administered by the Municipal Affairs Bureau (IAM), but cannabinoid claims trigger seizure. Smokable hemp flower is treated as cannabis. There is no commercial export pathway because there is no cultivation pathway.
