CBD is illegal for consumer sale in Moldova. The country's Law No. 382-XIV places cannabis and its derivatives in the schedule of psychotropic substances without a cannabidiol exemption, and the Medical Devices and Pharmaceutical Activity Agency has not registered Epidyolex or any other CBD medicine for the domestic market.
Although the 2023 industrial hemp framework permits fiber and seed cultivation, the use of hemp flowers and extraction for CBD remains restricted. Importing CBD oils, tinctures, and cosmetics requires authorization that the Standing Committee on Drug Control does not grant for consumer products. Possession can be treated as a contravention under Article 85 if quantities are minimal or escalated under Article 217 of the Criminal Code.
