Recreational marijuana is illegal in the Republic of Moldova, though small-quantity possession is treated as an administrative offense. The framework is Law No. 382-XIV of 6 May 1999 on the Circulation of Narcotic, Psychotropic Substances and Precursors, Article 217 of the Criminal Code (illegal circulation), and Article 85 of the Contravention Code (administrative use).
Possession of under 2 grams of dried cannabis or 10 grams of fresh plant is a contravention with a fine of 30 to 60 conventional units (approximately 1,500 to 3,000 MDL) or 40 to 60 hours of community service. Quantities above the threshold or any sale, cultivation, or trafficking under Article 217 Criminal Code carry 2 to 7 years' imprisonment, rising to 7 to 15 years for large quantities, organized groups, or supply to minors. The Ministry of Internal Affairs General Police Inspectorate and the Standing Committee on Drug Control of the Medical Devices Agency oversee enforcement and licensing.
