Industrial hemp is restricted but cultivable in Moldova under a permit regime. The Standing Committee on Drug Control of the Medical Devices and Pharmaceutical Activity Agency issued the country's first industrial hemp cultivation permit in 2023, and Government Decision frameworks adopted in 2023 to 2025 expanded permitted applications to stalks, biomass, and derivatives while maintaining a 0.2 percent THC limit consistent with EU practice.
Growers must use varieties listed in Moldova's National Plant Variety Catalogue or the EU Common Catalogue, hold a processing contract with an approved hemp processor, and apply through the centralized online platform. Flower harvest for CBD extraction remains restricted. Unauthorized cultivation falls under Article 217 of the Criminal Code with penalties of 2 to 7 years.
