CBD is illegal in Mongolia. The Mongolian Agency for Standardization and Metrology and the Ministry of Health do not authorize CBD products, and the Law on Narcotic Drugs treats all cannabis derivatives as controlled substances without a hemp-CBD exemption.
No THC threshold separates hemp-derived CBD from psychoactive cannabis under Mongolian law. CBD oils, capsules, and topicals are blocked at customs by the Mongolian Customs General Administration, and travelers arriving at Chinggis Khaan International Airport with CBD products risk seizure. Pharmacies operating under Ministry of Health licenses do not stock CBD; no medical exemption pathway exists, and foreign prescriptions are not honored. Online orders from Chinese, Korean, or US suppliers are intercepted at Ulaanbaatar postal facilities.
