Recreational marijuana is illegal in Mongolia. The Law on Narcotic Drugs and Psychotropic Substances (2002, amended 2017) and Articles 19.6 and 19.7 of the Criminal Code of Mongolia criminalize possession, use, cultivation, sale, and trafficking of cannabis.
Possession of small quantities can trigger administrative fines under the Code of Administrative Infractions (MNT 150,000-450,000, about USD 45-130), while larger amounts and any commercial intent trigger criminal prosecution with sentences of 2 to 8 years. Trafficking carries 8 to 15 years. The General Authority for State Border Protection and the National Police Agency Narcotics Crimes Department enforce. Wild Cannabis ruderalis grows across Mongolia's steppes — its low-THC profile attracted historical interest from researchers, but cultivation and harvesting remain criminal. Chinggis Khaan International Airport and the Zamiin-Uud rail crossing with China are primary checkpoints.
