Is CBD Legal in Morocco?

CBD in Morocco is legal under Law No. 13-21 of 2021, which authorises medical, cosmetic, and industrial cannabis activities through the Agence Nationale de Réglementation des Activités relatives au Cannabis (ANRAC). The regulated framework permits cultivation, processing, manufacture, and export of CBD products derived from approved low-THC varieties in designated provinces of the Rif — Al Hoceima, Chefchaouen, and Taounate.

Licensed producers must operate as members of approved cooperatives, and finished CBD products are primarily destined for export to EU and other regulated markets. The Ministry of Health regulates pharmaceutical CBD products such as Epidyolex, and ANRAC oversees cosmetic and industrial CBD authorisations. Domestic consumer sale of CBD wellness products remains nascent and subject to ongoing regulatory clarification.
