The regulated framework permits cultivation, processing, manufacture, and export of CBD products derived from approved low-THC varieties in designated provinces of the Rif — Al Hoceima, Chefchaouen, and Taounate.

Licensed producers must operate as members of approved cooperatives, and finished CBD products are primarily destined for export to EU and other regulated markets. The Ministry of Health regulates pharmaceutical CBD products such as Epidyolex, and ANRAC oversees cosmetic and industrial CBD authorisations.
