Industrial hemp is illegal in Niue. The Misuse of Drugs Act 1975 (Niue) controls Cannabis sativa L. without a low-THC carve-out, and no industrial hemp licensing scheme exists.
The Niue Department of Agriculture, Forestry and Fisheries has not opened a pathway for low-THC cannabis cultivation. New Zealand's industrial hemp framework under the Misuse of Drugs (Industrial Hemp) Regulations 2006 was not extended to Niue. Hemp seeds, fiber, and hemp-derived foods cannot be lawfully imported. Niue Customs at Hanan Field treats hemp materials identically to cannabis under the 1975 Act.
