Industrial hemp is illegal in Oman. Royal Decree 17/1999 does not exempt low-THC Cannabis sativa, and the Ministry of Agriculture, Fisheries and Water Resources has not issued cultivation licenses or industrial-hemp pilot permits.
The Oman Standards and Metrology Directorate-General has not published a hemp food or fibre standard. Hemp seed, hulled hemp, and hemp protein imports are treated as cannabis derivatives by the Directorate General of Customs and held at port. Vision 2040 economic-diversification proposals have mentioned alternative fibre crops but no enabling decree has been promulgated.
