CBD is legal in Palau under the Cannabis Control Act of 2024. The Act and its 2025 implementing rules treat hemp-derived CBD and cannabis-derived CBD as cannabis products subject to Cannabis Control Board licensing when sold for human consumption.
Licensed dispensaries may stock CBD tinctures, edibles, topicals, and pre-rolls subject to testing for THC content, residual solvents, and microbial contamination at a Board-approved testing laboratory. The Board sets labeling requirements including milligram CBD per serving, total package CBD, lot codes, and child-resistant packaging. Imported finished CBD products are not currently authorized for retail sale; only Palauan licensees may produce CBD goods for the domestic market. Pharmaceutical Epidyolex is dispensed only through the Ministry of Health's Bureau of Hospitals and Clinical Services pharmacy on a named-patient basis.
