CBD is illegal in Palau. Palau's Controlled Substances Act (Palau National Code Title 34, Division 4) defines marihuana to include every compound, derivative, mixture, or preparation of the cannabis plant, its seeds, or its resin (34 PNCA § 3002(p)), and lists both marihuana and tetrahydrocannabinol in Schedule I (34 PNCA § 3104(c)). The Act has no exemption for cannabidiol and no separate category for low-THC hemp, so CBD extracted from the plant falls within Schedule I.
No law creating a licensed CBD market or a cannabis licensing board has been enacted. CBD products are treated the same way as other marihuana derivatives under the Act. This status reflects the Palau National Code as consolidated through April 23, 2023.
