Is Weed Legal in Palau?

Recreational and medical marijuana are legal in Palau under the Cannabis Control Act of 2024 (RPPL No. 11-22), signed by President Surangel Whipps Jr. on 28 March 2024 after a 2019 national referendum approved both medicinal and adult-use frameworks.

The Act establishes the Palau Cannabis Control Board within the Ministry of Health and Human Services and licenses cultivation, manufacture, testing, distribution, and dispensary operations. Adults 21 and over may purchase and possess up to 28.5 grams of flower or 8 grams of concentrate from licensed dispensaries; home cultivation is capped at 6 mature plants per household. Public consumption remains an infraction punishable by a fine of up to 200 dollars. Medical patients with a Board-issued card may possess higher amounts and access products without the 15 percent excise tax. The first regulations were promulgated in early 2025; dispensary licensing began later that year, with the rollout still phased as of 2026.
