Industrial hemp is illegal in Palau. The Controlled Substances Act defines marihuana as all parts of the plant Cannabis sativa L., whether growing or not, with no THC threshold and no separate category for hemp (34 PNCA § 3002(p)), and lists marihuana in Schedule I (34 PNCA § 3104(c)). Growing, possessing, or selling hemp plants or hemp flower is treated the same as marihuana.
The definition does not cover the mature stalks of the plant, fiber produced from the stalks, oil or cake made from the seeds, or sterilized seed that cannot germinate. Products made only from those parts, such as hemp fabric, rope, or seed oil, fall outside the Schedule I definition. Palau has no hemp licensing program. This status reflects the Palau National Code as consolidated through April 23, 2023.
