CBD is illegal across the Palestinian territories. PA Law No. 7 of 2013 treats cannabis derivatives the same as cannabis flower; the Palestinian Pharmacy Department within the Ministry of Health has not registered any CBD product.
Israeli medical-cannabis regulations administered by the Israeli Medical Cannabis Unit (Yakar) do not extend to PA-administered areas, and PA residents cannot obtain Israeli medical-cannabis licenses without an Israeli medical card. Imports of CBD oils and tinctures through the Allenby Bridge crossing or the Rafah crossing are intercepted by Israeli and Egyptian customs respectively. No PA Ministry of Health pilot or compassionate-use program operates. Epidyolex is not on the PA Essential Drug List.
