Industrial hemp is illegal in the Palestinian territories. PA Law No. 7 of 2013 does not distinguish low-THC Cannabis sativa from controlled cannabis, and the PA Ministry of Agriculture has not issued cultivation licenses.

The Palestinian Standards Institution has not adopted a hemp food standard, and imported hemp seed and protein products are treated as cannabis derivatives by Israeli Customs at Allenby and by Egyptian Customs at Rafah. Israeli industrial-hemp licensing administered by the Ministry of Agriculture under the Plant Protection Regulations does not extend to PA-administered areas. No de jure or de facto hemp framework operates in Gaza.
