The short answer
Recreational marijuana is illegal in the Republic of the Congo (Congo-Brazzaville). Loi N degrees 3-91 du 23 avril 1991 sur la protection de l'environnement and Loi N degrees 5-2011 sur la protection des consommateurs both touch the area, but the operative drug-control statute is the Loi N degrees 67-2011 relative a la lutte contre la drogue, which criminalises cultivation, possession, supply, and consumption of cannabis (chanvre).
Trafficking penalties range from five to twenty years' imprisonment with substantial fines. Enforcement is led by the Police Nationale and the Comite National de Lutte Contre la Drogue (CNLD). There is no medical cannabis programme; the Ministere de la Sante et de la Population has not authorised cannabinoid medicines through the Direction de la Pharmacie, du Medicament et des Laboratoires.
