Industrial hemp is illegal in Seychelles. The Misuse of Drugs Act 2016 does not exempt low-THC Cannabis sativa, and the Ministry of Agriculture, Climate Change and Environment has issued no cultivation licenses.
The Seychelles Agricultural Agency has not published a hemp seed-variety register or testing protocol equivalent to the EU Common Catalogue. Imported hemp seed and hemp protein products are treated as cannabis derivatives by Customs. The 2022 National Agriculture Investment Plan does not list industrial hemp among priority crops, and no enabling regulation has been gazetted.
