Industrial hemp is not authorised in Sudan. The Federal Ministry of Agriculture and Forests has no public licensing programme for Cannabis sativa L. cultivation, and the 1994 Narcotics Act captures all cannabis plant material regardless of THC content.
Cotton, sorghum, and gum arabic dominate Sudanese agriculture; no hemp variety has been registered with the Plant Variety Protection Office. Pre-conflict the Arab Organization for Agricultural Development discussed regional hemp feasibility but no Sudanese pilot resulted. The April 2023 conflict has displaced more than 10 million people and devastated agricultural extension services, making any near-term hemp policy reform implausible.
