Industrial hemp is illegal in Tuvalu. The Illicit Drugs Control Act 1990 controls the cannabis plant without a low-THC carve-out, and no industrial hemp licensing scheme exists.
Tuvalu's coral atoll geography offers limited arable land, and policymakers have not pursued hemp cultivation. Hemp seeds, fiber, hempcrete, and hemp-derived foods cannot be lawfully imported. The Ministry of Agriculture has no licensing framework for cannabis-family crops. Tuvalu Customs at Funafuti International Airport treats hemp materials identically to cannabis under the Illicit Drugs Control Act.
