Drug-type cannabis (ganja) remains a prohibited narcotic under the Law on Narcotics (2007) and the Penal Code (2017), so buying, selling or giving away viable marijuana seeds is a criminal offence. Ministry of Health Decision No. 3789/MOH of 28 December 2022 on the Control of Hemp carved out a licensed regime for Cannabis sativa L. with low THC, covering cultivation, import-export and processing, which is the only lawful channel for hemp seed. Pilot cultivation ventures such as the LTV joint venture operate under specific government licences rather than any general market access. No collector-seed tolerance exists for unlicensed individuals.
