Law No. 50-88 on Drugs and Controlled Substances (1988) defines marijuana to include the seeds of the Cannabis sativa plant and any preparation from them, so viable cannabis seeds are themselves controlled. Possession, sale, gifting and importation are criminal, with penalties scaling from six months to two years for user quantities up to 30 years for importation as final destination. No industrial hemp or medical cannabis framework has been enacted.
