Cannabis is illegal in Timor-Leste, where Parliament approved a dedicated law to fight drug trafficking in 2017 alongside Penal Code offences. The published legislation does not specifically address viable cannabis seeds, and no hemp cultivation framework exists, so low-THC seed status is unregulated. President José Ramos-Horta called in 2022 for a policy distinguishing cannabis from harder drugs, but no reform has been enacted.
