Iceland's Narcotic Drugs Act No. 65/1974 and Regulation No. 233/2001 criminalize cannabis cultivation, sale and import with no seed exemption, and mailed seeds are intercepted at the border regardless of legality in the country of origin. Since April 2020 the Icelandic Medicines Agency may authorize import of industrial hemp seed of varieties under 0.2% THC for farming. There is no recreational, medical home-grow or collector tolerance of any kind.
