Is marijuana legal in Iceland?
No, cannabis is illegal in Iceland for recreational use, and there is no general medical cannabis program. The controlling statute is the Act on Habit-Forming and Narcotic Substances, Log nr. 65/1974, with cannabis, THC, and cannabis resin listed as controlled substances under Regulation No. 233/2001.
Is CBD legal in Iceland?
CBD occupies a restrictive grey zone in Iceland. Lyfjastofnun classifies CBD as a medicinal substance, meaning CBD products, including oils, capsules, cosmetics, and food supplements, require marketing authorization as pharmaceuticals before legal sale.
Is hemp legal in Iceland?
Industrial hemp cultivation is heavily restricted in Iceland. Although hemp varieties listed in the EU Common Catalogue with THC content below 0.3% are not automatically prohibited, Iceland is not an EU member state and does not implement the EU Common Agricultural Policy hemp framework.

Iceland's Narcotic Drugs Act No. 65/1974 and Regulation No. 233/2001 criminalize cannabis cultivation, sale and import with no seed exemption, and mailed seeds are intercepted at the border regardless of legality in the country of origin. Since April 2020 the Icelandic Medicines Agency may authorize import of industrial hemp seed of varieties under 0.2% THC for farming. There is no recreational, medical home-grow or collector tolerance of any kind.
