The Narcotic Drugs and Psychotropic Substances Law (SLORC Law No. 1/93, amended 2018) lists the cannabis plant as a narcotic and makes no distinction for low-THC hemp, so viable seed of any variety is contraband. Cultivation carries a minimum of five years' imprisonment, and production, sale, import or export can attract fifteen years to an unlimited term or the death penalty. The 2019 raid of a research hemp plantation in Nganzun Township and arrest of its foreign operator showed that even purported industrial projects are prosecuted. There is no licensing pathway for seed of any kind.
