Norway criminalizes cannabis cultivation, sale and import under the Medicines Act 1992 and Penal Code section 231, and selling, importing or acquiring viable cannabis seeds for growing is prosecuted as part of that prohibition. Hemp cultivation has been banned since 1964, so there is no lawful domestic outlet for viable hemp seed, although sterile hemp food seeds are traded. The failed 2021 decriminalization proposal left full prohibition in force.
