Automate Compliance TodayThe Control of Narcotic Substances Act 1997 defines cannabis around charas and flowering/fruiting tops, expressly excluding the seeds and leaves when not accompanied by the tops, so bare seed possession sits in a statutory gap even though unlicensed cultivation of the cannabis plant remains an offence. The Cannabis Control and Regulatory Authority Act 2024 created the federal CCRA to license cultivation and processing of hemp (max 0.3% THC) and medicinal cannabis on five-year licences, but startup delays left no licences issued for over a year; the Directorate General office was only inaugurated in May 2026 and Khyber Pakhtunkhwa's provincial rules were the first ratified under the Act. Until CCRA seed and variety rules issue, there is no regulated seed market in either direction.
