The Taliban's April 2022 decree banned cultivation and production of narcotic crops and the use, trade and transport of all illegal narcotics, and a follow-up decree (No. 510, March 2023) specifically outlawed cannabis cultivation and hashish production nationwide, enforced through crop eradication and Sharia-based penalties including imprisonment and flogging. No exemption exists for low-THC hemp, seed supply or any licensing scheme, so dealing in viable cannabis seed for planting is prohibited across the board. Enforcement is uneven — hashish output reportedly continues at reduced volumes amid rural poverty — but there has been no legal relaxation as of 2026.
