Medical and recreational cannabis are illegal in Somalia, where the plant is reportedly the most-used illicit drug after khat. Decades of fragmented governance mean there is no unified narcotics administration, and no statute addressing viable cannabis seeds, hemp cultivation or seed certification could be verified after searching. Sale or acquisition of seeds should be presumed prohibited under the Penal Code's narcotics provisions, but gifting and agricultural hemp questions are effectively unregulated in published law.
