Swedish case law treats cannabis seeds as outside the Narcotic Drugs Penal Act (1968:64) because seeds contain no THC, so possessing or receiving them is not a narcotics offence, but germinating a seed is cultivation and selling seeds to facilitate growing risks complicity liability.
