Articles 282–284 of the Andorran Penal Code criminalise cannabis cultivation, possession and trafficking, with personal possession punishable by up to 12 months' imprisonment and a €1,200 fine. Seeds are not expressly listed in the code, but acquiring or supplying viable seed serves prohibited cultivation and falls within these offences in practice. Andorra has no hemp or CBD legislation, leaving low-THC seed status unregulated; a 2021 government study of medicinal cultivation has not produced legalisation.
