The Cook Islands Narcotics and Misuse of Drugs Act 2004 controls cannabis, including seed, and prohibits its sale, possession, importation and cultivation. The Narcotics and Misuse of Drugs Amendment Act 2023, in force from July 2024, permits prescribed medicinal cannabis products under Ministry of Health oversight, but this does not extend to viable seeds or home cultivation. No industrial hemp framework exists, so low-THC seed enjoys no exemption.
