Niue's Misuse of Drugs Act 2007 prohibits the possession, supply, cultivation and importation of cannabis, following the New Zealand model under which cannabis seed is itself a controlled drug. There is no industrial hemp licensing regime on the island, so no lawful channel exists for viable seed of any Cannabis variety, low-THC or otherwise. Niue is not a party to the 1961 Single Convention but maintains full domestic prohibition.
