The Danish Executive Order on Euphoriant Substances lists cannabis in Schedule A but expressly exempts cannabis seeds, so buying, owning and mailing seeds is lawful. Section 3(3) of the Euphoriants Act nevertheless prohibits selling seeds to persons intending to cultivate them, and germination itself creates a controlled plant. Farmers may grow hemp under licence from the Danish Agricultural Agency using EU-catalogue varieties subject to THC testing.
