Cannabis seeds are not classified as narcotics in Finland, so possessing or receiving them as collectors' items is lawful, but germinating a seed constitutes cultivation of a narcotic plant under Chapter 50 of the Criminal Code. Selling or marketing seeds for growing can be charged as promotion of a narcotics offence under Chapter 50, section 4. Hemp may be farmed by registered growers using EU-catalogue varieties, with the narcotics boundary policed under the Narcotics Act 373/2008.
