Cannabis and cannabis resin are Class B controlled drugs under Schedule 5 Part II of Gibraltar's Crimes Act 2011 (successor to the Drugs (Misuse) Act 1973), with possession, supply and import/export prohibited under Part 21. No Gibraltar provision expressly dealing with viable seeds could be verified; although UK-derived definitions typically exclude seeds from 'cannabis', the seed's status in Gibraltar is rated unclear rather than assumed. Section 508 of the Crimes Act 2011 specifically prohibits cultivation of any plant of the genus Cannabis, so sowing any seed, including low-THC hemp, is an offence, and no agricultural hemp licensing exists. Medical exceptions are narrow, with the Medicinal Cannabis Act 2021 licensing commercial medicinal production only.
