Law No. 13-21 (2021) legalized cannabis cultivation for medical, pharmaceutical and industrial purposes under the national agency ANRAC, which licenses farmers and certifies all seed — including some 7.6 million imported seeds and the indigenous Beldia landrace approved for the 2025 season. Only licence holders may acquire, import or trade viable seed, and over 5,700 licences were active in 2025 covering roughly 6,000 hectares. Supplying or possessing seed outside the licensed circuit remains criminal under the Dahir of 21 May 1974 on narcotic substances, and recreational cultivation is still prohibited.
