The Loi du 7 août 2001 relative au contrôle et à la répression du trafic illicite de la drogue schedules cannabis among prohibited substances, banning cultivation (Article 10) and production, trade, distribution, possession, offering, sale, acquisition, import and export (Article 9), with only narrow scientific/medical research exceptions. Offenses carry up to roughly 10 years' imprisonment, and supplying viable seeds would fall under the trade and cultivation-facilitation prohibitions even though the statute's tables do not single out seeds. Haiti has no industrial hemp framework, and despite a Medical Cannabis Task Force formed in 2018, no reform had advanced by mid-2026 amid the ongoing institutional crisis.
