The Authority on the Responsible Use of Cannabis Act (Act No. LXVI of 2021) legalized adult use and home cultivation of up to four plants, and seeds are excluded from the legal definition of cannabis, so they are not a controlled substance. Licensed Cannabis Harm Reduction Associations may sell members up to 20 cannabis seeds per month for home growing, and seeds may also be imported from other EU states. Sharing or gifting harvested cannabis remains illegal, but transferring seeds themselves is not prohibited. Hemp growing follows EU rules requiring certified catalogue varieties within the 0.3% THC limit.
