The Act on Counteracting Drug Addiction of 29 July 2005 does not list cannabis seeds as controlled substances, so high-THC seeds may be bought, mailed and owned for collector purposes, but Article 63 criminalizes any unauthorized cultivation and supplying seeds to facilitate illicit growing is punishable. Fibre hemp may be grown only after entry in the register kept by KOWR (National Support Centre for Agriculture) using EU-catalogue varieties up to 0.3% THC, with own-use cultivation capped at one hectare per year.
