Cannabis remains illegal in São Tomé and Príncipe for all purposes, and no decriminalization or medical-cannabis reform has been enacted despite occasional reform discussion. The Penal Code approved by Lei n.º 6/2012 replaced the colonial-era code and, per contemporary reporting, brought drug trafficking within the modern criminal framework, but the available text contains no verifiable cannabis-seed provision.
