Gabon's Penal Code (2020 revision) criminalizes unauthorized production or manufacture of narcotics (art. 407, up to 20 years), organizing transport, possession, offer, cession, distribution, commercialization or acquisition (art. 406, up to 30 years), and illicit import/export (art. 408), while art. 208 penalizes illicit use with one to six years' imprisonment. Cannabis seeds are not expressly named in the code, but because cannabis is an undifferentiated 'stupéfiant' and no authorization regime operates in practice, dealing in viable seeds would be prosecuted as commerce connected to illicit production. There is no hemp law, THC threshold, grower licensing or certified-variety system, so low-THC hemp seed falls under the same prohibition.
