Slovenia's Decree on the Classification of Illicit Drugs controls cannabis flowering tops and resin but not seeds, so viable seeds are lawfully sold in grow shops and may be possessed or gifted, while germinating them for high-THC plants remains an offence under the Production of and Trade in Illicit Drugs Act (ZPPPD). Following the June 2024 consultative referendum, the National Assembly passed the Medical Cannabis Act (in force August 2025) legalising licensed cultivation for medical and scientific use; a separate adult-use bill allowing four plants per person was introduced in 2025 but had not been confirmed as enacted as of mid-2026. Agricultural hemp seed is legal for registered growers holding a Ministry of Agriculture permit and using EU common-catalogue certified varieties.
