Is marijuana legal in Uganda?
Recreational marijuana is illegal in Uganda. Cannabis is controlled under the Narcotic Drugs and Psychotropic Substances (Control) Act 2016 and the Industrial Hemp Regulations 2020 (Statutory Instrument No 41 of 2020).
Is CBD legal in Uganda?
CBD in Uganda sits inside the medical cannabis framework rather than a consumer-product regime. The Narcotic Drugs and Psychotropic Substances (Control) Act 2016 does not exempt cannabidiol from cannabis control, and the National Drug Authority requires licensing for any cannabinoid product.
Is hemp legal in Uganda?
Industrial hemp is legal in Uganda under the Industrial Hemp Regulations 2020 (Statutory Instrument No 41 of 2020), issued under the Narcotic Drugs and Psychotropic Substances (Control) Act 2016.
Can you travel to Uganda with cannabis or CBD?
Cannabis import is prohibited under the 2016 Act. CBD export is permitted from licensed medical cannabis operators under National Drug Authority licensing and recipient-country import permits.

The Narcotic Drugs and Psychotropic Substances (Control) Act, 2023 — assented in February 2024 after the Constitutional Court nullified the 2015 law — lets the Minister responsible for health license cultivation of prohibited plants strictly for medical and scientific purposes, and the government has licensed commercial cannabis farms. Unlicensed cultivation is punishable by fines of up to UGX 2.4 billion or three times the crop's market value, or five years' imprisonment. Viable cannabis or hemp seed may therefore only be imported and planted under a ministerial licence; there is no consumer seed market.
