The Narcotic Drugs and Psychotropic Substances (Control) Act, 2023 — assented in February 2024 after the Constitutional Court nullified the 2015 law — lets the Minister responsible for health license cultivation of prohibited plants strictly for medical and scientific purposes, and the government has licensed commercial cannabis farms. Unlicensed cultivation is punishable by fines of up to UGX 2.4 billion or three times the crop's market value, or five years' imprisonment. Viable cannabis or hemp seed may therefore only be imported and planted under a ministerial licence; there is no consumer seed market.
