Ministerial Order No. 003/MoH/2021 of 25/06/2021 relating to cannabis and cannabis products created five-year licences for cultivation, importation, exportation, processing and research, aimed at export-oriented medical production under security plans approved by the Rwanda National Police. Seed acquisition and import are possible only within those licences; cultivation for domestic sale or personal use remains strictly prohibited. Rwanda's general narcotics offences under Law No. 68/2018 impose severe penalties on unlicensed dealing, and no separate low-THC hemp regime has been published — hemp falls under the same cannabis licensing.
