Seed acquisition and import are possible only within those licences; cultivation for domestic sale or personal use remains strictly prohibited. Rwanda's general narcotics offences under Law No. 68/2018 impose severe penalties on unlicensed dealing, and no separate low-THC hemp regime has been published — hemp falls under the same cannabis licensing.
