The Democratic Republic of the Congo enforces strict prohibition of cannabis with no framework for medical use or industrial hemp, and hemp and CBD are not legally distinguished from marijuana. A reported 2021 decree on medicinal use never produced a functioning programme, so no licences for cultivation or seed importation exist in practice. Possession and supply are criminalised with imprisonment and heavy fines under long-standing narcotics provisions.
