Vanuatu's Dangerous Drugs Act (CAP 12) prohibits the cultivation of any plant of the genus Cannabis, along with possession and supply, with fines of up to VT 100 million and up to 20 years' imprisonment. The Industrial Hemp and Medical Cannabis Act No. 31 of 2021 and its 2023 regulations create a narrow licensing regime for tightly controlled, export-oriented cultivation, giving licensees the only lawful access to viable seed. No domestic retail sale of seeds or cannabis products is permitted.
