Is marijuana legal in Vanuatu?
Recreational marijuana is illegal in the Republic of Vanuatu. Cannabis is a controlled drug under the Dangerous Drugs Act, Cap. 12, and the Vanuatu Police Force Narcotics Unit enforces possession, cultivation, supply, and trafficking offenses.
Is CBD legal in Vanuatu?
CBD is illegal in Vanuatu for general consumer use. The Dangerous Drugs Act controls cannabis without a cannabidiol exemption for retail sale, and the Ministry of Health pharmaceutical registry contains no approved CBD medicines for prescription dispensing.
Is hemp legal in Vanuatu?
Industrial hemp is illegal in Vanuatu for general cultivation and consumer sale. The Dangerous Drugs Act, Cap. 12, controls the entire Cannabis sativa L. plant, and the Medicinal Cannabis Act 2018 limits licensed cannabis activity to export-oriented medicinal production.

Vanuatu's Dangerous Drugs Act (CAP 12) prohibits the cultivation of any plant of the genus Cannabis, along with possession and supply, with fines of up to VT 100 million and up to 20 years' imprisonment. The Industrial Hemp and Medical Cannabis Act No. 31 of 2021 and its 2023 regulations create a narrow licensing regime for tightly controlled, export-oriented cultivation, giving licensees the only lawful access to viable seed. No domestic retail sale of seeds or cannabis products is permitted.
