Tajikistan's Criminal Code and its Law on Narcotic Drugs, Psychotropic Substances and Precursors treat cannabis as a fully controlled narcotic plant, with no medical, hemp or collector exemptions. Illegal cultivation is a criminal offence even though cannabis grows wild across the country, and possession can bring up to five years' imprisonment. Sale-related offences scale from five to ten years for small quantities up to fifteen to twenty years, with the harshest penalties reserved for aggravated trafficking. There is no licensing framework under which viable seed could be sold, gifted or sown.
