Armenia criminalises unlicensed cannabis cultivation and trafficking, and viable marijuana seeds cannot lawfully be sold, gifted or acquired by individuals; use was downgraded to an administrative offence but possession still draws fines or short detention. Since 2021, government decisions implementing industrial hemp legalisation allow licensed legal entities to produce, import, export and wholesale hemp with THC not exceeding 0.3%, under 10-year licences issued through the Ministry of Health. Hemp seed is therefore accessible only to those licensed companies, not to private buyers.
