Is marijuana legal in Armenia?
Recreational marijuana is illegal in Armenia. The Criminal Code of the Republic of Armenia (Articles 268 and 269, recodified in the 2021 Criminal Code effective 1 July 2022) and the Law on Narcotic Drugs and Psychotropic Substances treat cannabis as a controlled narcotic, with the Ministry of Health setting threshold quantities by government decree.
Is CBD legal in Armenia?
CBD is illegal in Armenia outside narrow medical channels. The Law on Medicines and the Law on Narcotic Drugs and Psychotropic Substances treat CBD as a cannabis derivative, and the Scientific Center of Drug and Medical Technology Expertise (the registration authority under the Ministry of Health) has not authorized retail CBD products.
Is hemp legal in Armenia?
Industrial hemp is effectively illegal in Armenia. The Ministry of Economy and the Ministry of Agriculture have not issued a hemp cultivation regulation, and Armenian law sets no THC threshold (such as the EU 0.3 percent or U.S. 0.3 percent lines) to distinguish industrial hemp from psychoactive cannabis.
Can you travel to Armenia with cannabis or CBD?
Import and export of cannabis are prohibited. CBD imports require a Ministry of Health permit issued for named medical products only.

Armenia criminalises unlicensed cannabis cultivation and trafficking, and viable marijuana seeds cannot lawfully be sold, gifted or acquired by individuals; use was downgraded to an administrative offence but possession still draws fines or short detention. Since 2021, government decisions implementing industrial hemp legalisation allow licensed legal entities to produce, import, export and wholesale hemp with THC not exceeding 0.3%, under 10-year licences issued through the Ministry of Health. Hemp seed is therefore accessible only to those licensed companies, not to private buyers.
